The Information System of the Real Estate Cadastre, which exists in the Republic of Moldova at present, was developed in early 1990s together with the process of launching for a reform of land relations. This is the period which is thought to be the peak of the economic crisis. The policy based on the state’s land monopoly failed. This study includes a detailed analysis of the cadastral process and the role of the information system of land cadastre as a key component of this process. Therefore, it is important to determine the objective of the cadastral process. There is no use to study the content of cadastre if you have no idea about the reasons the process occurs as well as fundamental social and economic problems that should be resolved in cadastre. It is also important to evaluate the multifunctional aspect of cadastre and its interaction with other processes in the society. Having analyzed the cadastral process development in the Republic of Moldova and cadastral information systems of other countries, we suggest that our cadastre should be modified. The question “Which way should we choose?” becomes more and more relevant for the Republic of Moldova. Which direction would be closer to social and economic policies implemented in the Republic of Moldova? The fiscal policy has an important role in determining the cadastral model as it affects the economy as a whole.

At present, increasingly large areas are affected by surface and deep erosion as well as landslides. In this paper we will estimate soil erosion in the case of Secaselor Plateau using the E30 model and Landsat imagery for the period 1986–2011. As a result of applying the E30 model we were able to draw soil erosion maps reclassified into the following erosion classes: absence, low, moderate, high and extreme. The results show that low soil erosion increased by 18.79% in the analyzed period, while for the moderate class the increase was of 1.3% for the period 1986-1994, after which, in the interval 1994-2011, it decreased by 4.54%. In the high erosion class the surface decreased by 15.5%, and in the extreme erosion class by 1.89%. Soil erosion in Secaselor Plateau was triggered and maintained by both anthropogenic and climatic causes.

Rigorous methods of displacement and deformation analysis need a relatively large volume of computations. In many cases, including concrete dams, the detection of displacements and deformations in a short time may help preventing any negative effects on monitored objectives and the environment. Therefore, we must understand, determine, and monitor the factors that may cause building deformations and, if case, take the corresponding measures in order to prevent any negative effects on the observed building. Mainly because of their role, concrete dams are included into the most important class of buildings that need to be monitored. In the paperwork, I chose as a case study the Tau Dam, included into Sugag-Tau Hydropower Complex, built on the Sebes Valley, Alba County, Romania.

The purpose of tracking in time the buildings in a field of salt probes is to obtain information in order to ensure the stability of the buildings, an assessment of environmental conditions to prevent various natural accidents, prevention by reducing the damage or to prevent the loss of lives and environmental degradation. Based on topographic measurements made on the topographic marks placed on land or on the topographic marks placed in the foundations of buildings, are determined the deformations and displacements that occur in the area of influence of salt extraction and the displacement directions of the marks (vertical displacements).

Vulnerability is the extent of harm, which can be expected under certain conditions of exposure, susceptibility and resilience. The most recent flood events in 2008 and 2010, occurred on the territory, demonstrated that the country is vulnerable to inundation. The concept of vulnerability covers three dimensions: social, economic, and environmental. In this paper the focus will be given on the economic dimension of the flood vulnerability. In the framework of the Management and Technical Assistance Support to Moldova Flood Protection Project a damage model was applied at a national scale using three land-use classes. Evaluation of economic damages has been performed using depth-damage curves for each land-use type. These depth-damage functions have been built taking into account data and functions found in literature and the particular characteristics of assets in Moldova.

The paper deals with the optimization of the aerial triangulation based on UAS images. The images were taken with a DJI Phantom 3 quadrocopter and they were measured in Photomod Lite ver. 4.4. The bundle adjustment was carried out twice, first in Photomod Solver and later in BINGO ver. 6.8. During the adjustment 14 ground control points were used and 31 points were calculated as new points. Using these new points we could compare the coordinates to the coordinates received from the high-precision field surveying measurements. From the coordinate differences the calculated RMS errors of horizontal coordinates are around one pixel size on the ground and to 2.5 pixels vertically. The final results showed us that a non-metric camera at low flight height with a quadrocopter can be used effectively and accurately at aerial surveys of relatively small areas.

This article aims to make a brief description of the work done to realize the interconnection for the coordinate and projection systems between Romania and Bulgaria. This has emerged as a necessity, because in the Danube basin, which belongs to Romanian sector, coexist more hydrometric systems, projection systems and reference ellipsoids. In order to ease the measurements, the determinations, the topo-geodetic maps and the hydrographical work is aimed to interconnect in a unitary system that meets the requirements of both countries. This study was conducted within the project "Set up of a support system for hydrographical works on the Danube in order to ensure minimal navigation depths (BORD)", whose beneficiary is AFDJ (Galati Lower Danube River Administration, A.A.).

The judicial technical expert is the individual citizen with a specialized knowledge in topography, cadastre and geodesy domains, to whom the court appeals to, as a consultant, in order to clarify some certain facts, that are forming the main subject of an action at law. The principal role of the judicial technical expert’s report is to give help in finding out the truth, within a legal framework, according to the jural provisons. For each action at law, there are defined some objectives at the court, objectives that must be solved in order to finalize a trial. In this study, we are presenting the dispute settlement method corresponding to some litigious situations, such as: adverse possession and termination of joint tenancy actions at law.

What are the benefits of implementing a Geographic Information System in the Cadastral workflow in Romania? Almost all local authorized surveyors and firms are somehow involved in Cadastre, doing their jobs with different levels of technology. What we introduce here is a Cadastral software and technology that offers benefits for all the factors activating in the Land Registration process, by organizing cadastral information starting from an Administrative Territorial level to parcel level (and not vice versa) using a GIS approach, that makes it easier to organize data and spot out missing information and material errors in documents and map data

Determination altitudes is a problem that cannot be perfect resolved because correlation between altitude and gravity. Determining of the (quasi) geoid disturbance is still a provisionally resolved problem in Romania and is in the attention of specialists. Currently ANCPI by ROMPOS service is providing this data. In the study presented shows that the determining altitudes is not punctual computed but by calculation to the reference station. Hence differences in the absolute altitude for the same point, determined from two different reference stations

Geographic Information System database for noise pollution have to contain all the elements required in order to combine the field of transportation with those of phonic pollution and land measurement. The information provided by the GIS and the one obtained using the modeling software, determine more efficient monitoring and more accurate assessment of the noise impact on the environment and human health. This paper presents the way of improving the database with new elements by classifying the buildings and handling the noise maps. These new elements are necessary to achieve optimal action plans at the lowest cost.

Terrestrial laser scanner (TLS) is a wide used technique to record objects, especially buildings. Multiple scans are required in order to measure a large object, the process of bringing in coincidence the resulted point clouds being necessary. This is the first and the most important step in the process of the 3D model creation, therefore the registration process should be as accurate as possible. Different methods are mentioned in literature for registration, most of them using common features like points, lines, planes, spheres, automatically or manually measured within the point clouds. In this paper, the tie point-based registration approach for TLS point clouds implemented in “CloudCompare” software was evaluated in terms of accuracy. To obtain the results, two TLS point clouds were used and five point pairs were manually chosen and measured. The estimation of the registration parameters of two point clouds was made by using 3D conformal transformation and the least squares methods.

Land management is representing an inter- and transdisciplinary activity, which is using knowledge from several disciplines. In this paper some principles and criteria for Sustainable Land Management will be emphasized in the context of the concerns for assuring the sustainability on a regional level. Sustainability can be achieved only by considering a proper management and administration of resources. This means that actually farmers and local decision makers have to be encouraged in recognizing the advantages of good land use planning and decisions, but also to be held responsible for inappropriate land uses, that can compromise the sustainable development of our human society. Conclusions will be drawn regarding the existing possibilities of assuring a sustainable land management related to land use planning and administration on a regional level

In this work are processed soils data, in order to obtain information about these lands arable classes suitability. This information leads to the establishment of limitations and flaws regarding these lands. The limitations or restrictions regarding the terrains lead to improvement requirements by land improvement works or agricultural-pedology-improvement works

In this article it was effectuated analysis of cartographical material altimetry and planimetric raising results accuracy in order to elaborate the Geographical Information System (GIS) on the territory of Republic of Moldova. The topical interest of the present study is conditioned by the implementation of the Geographical Information System (GIS) in different activities such as: the creation of information system of agricultural cadastre (ISAC), agricultural sector subvention, land fund and localities space administration, exploitation of city networks. These activities are at the initiation stage and because of this the problem may be solved only through an ample preparation of the specialists as well as a detailed analysis of the database that will be used later.

The interest in agriculture has been and will be one of the main objectives of the whole society, given the increasing global population, scarce natural resources, complicated and unstable climate conditions (drought, floods and other natural disasters). At present Moldova’s agriculture is looking for the most efficient ways of development. Under such conditions, the development and implementation of stimulating measures to support this sector are inevitable. Any country, regardless of its economic development, uses a subsidization system meeting its social and economic needs. This practice is confirmed by the policy pursued by all European Union (EU) in this direction.

Natural and human resources are the main vectors for the development of any territory. The scientific substantiation of these resources is an important pillar of territory valorisation. Writing projects for the valorisation of existing resources can contribute to the preparation and substantiation of possible development projects eligible for EU or national funding. The natural and human resources in the Aghiresu Fabrici - Bagara region have not been valorised enough for many reasons: privatisation of processing units, migration of the young workforce to the city, lack of interest and involvement of young people in learning this activity and the lack of a youth training centre that could help the youth acquire knowledge and experience in extractive and processing industries. The present study is aimed at identifying the natural resources in this region and at proposing a customised valorisation that can lead to its harmonious and sustainable development. Potential or existing investors can support this development by attracting funds to be invested in this region.

The aim of the paper is to describe the monitoring process used when we aim to realize the monitoring process for a volcanic deformation considering several approaches. The described process is complex because it combines the unpredictable nature of the volcano, infinitely higher than of a land or structures, with the process of tracking the deformations which is mainly based on measurements performed in the study area and right next to it in many stages. The process is more difficult to be realized because in the volcanoes case it is impossible to be done without appropriate equipment
